It is not. Not all muscular hydrostats are tentacles. Wikipedia:Tentacle says "Anatomically, [tentacles] work like other muscular hydrostats." Operative word is other. There are various muscular hydrostats, some of which are tentacles, and the others are not tentacles. Tongues are in the latter group.
Also, jeez, you cited yourself to support your claim.[1] Perhaps not quite *facepalm* worthy, but here is a disappointed *shakes head*
